My Cobalt RAQ4 limits bandwidth by virtual host.  I haven't looked at the
mechanism it uses to do this.  If you set up something like
music.onedrous.org could you find a way to just limit the bandwidth for that
host in a similar manner?  You could then link to that site from your main
one.
