[SLL] mod_throttle?

mod_bandwidth turned out to be the right way to do it.  It's been ported 
to apache2 by Ivan Barrera, who renamed it bw_mod.

It works exactly as advertised, and allows the simple bandwidth limiting 
and priority setting I was looking for.
