Now there is hymn, which seems to only decode Apple encrypted files. I am not 
sure if its been extended to deal with WMA.

DBPowerAmp appears to be built with your needs, as it even is supported under 
Wine. http://www.dbpoweramp.com/

You could also dig through the plugins for XMMS and see if there is something 
for WMA encrypted files
