It might come in the same neighborhood as a concern, if Paul actually
had access to do anything within the Fedora Project. He doesn't. There
are now a total of 3 people in the world who have access to and know the
passphrases for our gpg signing keys. I'm one of them, Paul is not.
Besides that, you have a government employee using surveillance tools
within the rights of the constitution. Big whooptedee.
